Phantom Games
This isn't an "official" game, but when a friend of mine introduced me to this game's custom character creation feature and there was an ALW-like Phantom mask included, I just Went. To. Town.

I love it! Mme. Giry is so cool! Not to mention the Christine crotch kick is good.

Mme. Giry's hobby-horse staff attack amuses me to no end.
So how much of the character is customizable? Appearance and weapons I figure are a given, but did you get to choose their attacks, voices, etc.? Some of the emotes seemed particularly appropriate...

It's pretty extensively customizable, LadyCDaae. While faces and hairstyles are limited, you can alter the major parts of the character's body to a large degree and have a set of different voice "attitudes" to choose from (it was pure luck that the one I chose for the Phantom had the line "You test my patience!"- which is close enough for government work) - upon which you can change the pitch and tone of the voice to whatever you desire.
You can also alter skin tones, hair color, eye color, the color of all equipment and most weapons (which came in handy to recreate Giry's cane and the Auctioneer's slightly-larger gavel), and even add patterns and stickers to pretty much anything (a couple of Chinese characters colored a deep red, flipped, rotated and repositioned on his face gave the Phantom a decent disfigurement under the mask).
