A question in general,

I use the library computer and want to scan pics, articles etc. how would I go about this

See if the library has a scanner hooked up to the computers that you're using. (Though, they may charge a fee for scanning!) Otherwise, the only way I can think about you doing this is having a photobucket account linked to your camera on your phone. That way, you can take pictures and then take the pictures that are placed in your photobucket and put them on here. (But they won't be good quality.)
